RICHMOND, VA - OCTOBER 15, 2013: Miranda Robinson, field director with Americans for Prosperity, is shown outside the Medicaid Innovation and Reform Commission hearing. On Tuesday, a 10-member panel of lawmakers charged with settling the question of Medicaid expansion in Virginia holds its first -- and likely only -- public hearing in Richmond, the state capital. Hundreds of Americans For Prosperity members, who have been conducting door-to-door campaigns targeting vulnerable Republicans on the panel, are expected to attend. So are hospital officials, who back expanding Medicaid. We look at Virginia as a window into the national debate over Medicaid -- a debate that could help determine the success or failure of Obamacare.
