RICHMOND, VA - OCTOBER 15, 2013: Mickey Vance, of Bluefield, VA, and an opponent of Medicaid expansion, attends the Virginia Medicaid Innovation and Reform Commission public hearing on whether to expand the Medicaid program in the Commonwealth. On Tuesday, a 10-member panel of lawmakers charged with settling the question of Medicaid expansion in Virginia holds its first -- and likely only -- public hearing in Richmond, the state capital. Hundreds of Americans For Prosperity members, who have been conducting door-to-door campaigns targeting vulnerable Republicans on the panel, are expected to attend. So are hospital officials, who back expanding Medicaid. We look at Virginia as a window into the national debate over Medicaid -- a debate that could help determine the success or failure of Obamacare.
